IU's Barnes selected fellow of the National Academy of Public Administration

BLOOMINGTON, Ind. -- The National Academy of Public Administration, Washington, D.C., has announced the selection of A. James Barnes, dean of the Indiana University School of Public and Environmental Affairs, as a fellow.

The Academy is an independent, nonprofit organization chartered by Congress to identify emerging issues of governance and assist federal, state and local governments in improving their effectiveness, efficiency and accountability.

Barnes joins an elite group of fewer than 500 members in the Academy, including current and former Cabinet officers, members of Congress, governors, mayors, legislators, business executives and scholars. Individuals are selected for the honor based on their contributions to the field of public administration through scholarship, civic activism, or government services.

Federal agencies, Congress, state and local governments, and educational and philanthropic institutions frequently seek the Academy's assistance in addressing both short-term and long-term challenges, including budgeting and finance, alternative corporate structures, performance measurement, human resources management, information technology, devolution, strategic planning, and managing for results.

Barnes, who recently announced that he will step down as dean at the end of the current academic year, is also a professor at the school and teaches graduate courses in environmental law and ethics.

He joined IU after serving as deputy administrator and chief operating officer of the U.S. Environmental Protection Agency in Washington, D.C. He is a trustee of the National Institute for Global Environmental Change and of America's Clean Water Foundation, and a member of the Center for Public Resources panel of arbitrators for resolving hazardous waste and other environmental disputes.

He earned his law degree, cum laude, at Harvard Law School, and he is the co-author of Law for Business, seventh edition, published in 1999, and Business Law and the Regulatory Environment, 10th edition, published in 1997.
