The paper also shows that a common explanation for the curse -- that an abundance of oil or other point-source resources causes countries to have lower-quality civic institutions -- isn't true.

In the new forecast released Aug. 23 by the Center for Econometric Model Research at IU, the control forecast is relatively sanguine -- about 3.5 percent growth nationally and 2.6 percent growth in Indiana during the second half of this year.
