Trustees approve 4 percent increase in tuition

The Indiana University Board of Trustees today (May 9) approved a 3.8 percent increase in 2003-04 tuition and mandatory fees for Indiana University Bloomington undergraduate students. Tuition and mandatory fee increases at other IU campuses range from 3.6 percent to 4 percent.

The board approved the increase as a part of its 2003-04 budget planning discussion. Trustees will review the fiscal year 2003 operating budget in June.

Instructional fees for IU Bloomington students will increase by $182.90, from $4,573 to $4,756 annually, a 4 percent increase. Other mandatory fees, which at the Bloomington campus include student activity, technology, transportation and health center fees, will increase by $19.56 to $761.12. Total annual tuition and fees for a full-time returning student will be $5,517.

"We've carefully considered all of the components that affect the cost of an education at Indiana University, including guidance we've received from state officials. I believe this 4 percent figure is the right one. This increase will allow us to make continued progress toward excellence," said IU Interim President Gerald Bepko.

In 2002, trustees approved the $1,000 Commitment to Excellence new-student fee increment that will be assessed to new full-time equivalent students at the Bloomington campus beginning with the 2003-04 academic year. The fee will be $800 at IUPUI and $500 at the regional campuses for full-time equivalent students.

With the $1,000 Commitment to Excellence assessment, total annual tuition and fees for a new student at the Bloomington campus will be $6,517. Non-resident returning students will pay total fees of $16,552, an increase of 3.9 percent from the current rate of $15,925. Newly enrolled non-resident students will pay $17,552.

The Bloomington fees include a $200 per semester technology fee, which remains temporarily doubled from that normally assessed. The fee was doubled in 2002 when the state of Indiana rescinded state technology funding. When state funding for technology is restored, the temporary increase will be removed.

At IUPUI, total fees for returning in-state students will be $4,903 annually, a 4 percent increase. New students will pay $5,703. Non-resident returning student tuition and fees will be $14,086, with new students assessed $14,886.

IU expects to remain in the middle of Big Ten universities in total tuition and fees with the addition of the $1,000 new student assessment.

Faculty and staff would receive average salary increases of 2 percent under this plan, with up to 1 percent of additional funding available to award to academic personnel on the basis of achievement and retention. In terms of total compensation, including benefits, the increase would total 3 to 4 percent.

Tuition and mandatory fees will vary at other regional campuses. Here is a campus-by-campus rundown:

IU East -- $3,933 for in-state returning students (a 3.8 percent increase) and $4,432 for new students. Non-resident fees will be $9,883 for returning students and $10,382 for new students.

IU Kokomo -- $3,963 for in-state returning students (a 3.6 percent increase) and $4,462 for new students. Non-resident fees will be $9,914 for returning students and $10,413 for new students.

IU Northwest -- $4,037 for in-state returning students (a 3.7 percent increase) and $4,537 for new students. Non-resident fees will be $9,988 for returning students and $10,487 for new students.

IU South Bend -- $4,071 for in-state returning students (a 3.6 percent increase) and $4,570 for new students. Non-resident fees will be $10,663 for returning students and $11,163 for new students.

IU Southeast -- $4,004 for in-state returning students (a 3.6 percent increase) and $4,503 for new students. Non-resident fees will be $9,954 for returning students and $10,454 for new students.
