CONGRESSIONAL DEVELOPMENTS
FY 2010 Obama Administration Budget Request Released
President Obama's FY 2010 budget request has been released.
Items of interest:
- The National Institutes of Health request is for $30.7 billion in new budget authority, a 1.4 percent increase over FY09. This does not include the $10.4 billion provided to NIH through the American Recovery and Reinvestment Act (ARRA).
- The National Science Foundation request is for $5.7 billion in new budget authority.
- The Department of Energy Office of Science request is for $4.9 billion in new budget authority.
- The request includes a proposal to shift the Pell Grant program from discretionary to mandatory, and index for inflation annually. The cost for this would come from the elimination of the guaranteed student loan program, leaving the federal Direct Loan program intact. The proposal would be effective for all loans beginning in the 2010 - 2011 academic year.
