Science and Diplomacy
The most pressing issues facing the United States today -- the financial crisis, climate change and energy security -- are challenging the rest of the world as well. Solutions to these common problems will require a cooperative spirit that encourages the sharing of scientific information.
Last week, legislation authorizing the U.S. Department of State to establish a United States Science Envoy program, introduced by Indiana's own Senator Richard Lugar, was favorably reported out of a Senate committee and is now ready for consideration by the full Senate. The bill seeks to avoid bureaucratic battles by providing clear authority to the Department of State to establish the program, and the Secretary of State the responsibility for making the appointments.
International scientific endeavors provide an opportunity for nations to work together to improve society at large by improving trust and understanding. Senator Lugar's proposal recognizes these sorts of collaborations as an integral tool in the public diplomacy arsenal.
