New faculty appointed at School of Public and Environmental Affairs at IUPUI

INDIANAPOLIS -- Four new faculty members will join the Indiana University School of Public and Environmental Affairs at Indiana University-Purdue University Indianapolis for the 2012-13 school year.

Julia L. Carboni, who just completed her Ph.D. in management from the University of Arizona, will be an assistant professor at SPEA. Her work has concentrated on public and nonprofit management, alternative service delivery arrangements, organizational networks and the public policy process. Carboni's research interests include collaborative governance arrangements to solve complex problems in the U.S., focusing on nonprofit organizations as service providers to government as well as collaborators with government. She is also doing research in the Republic of Georgia, examining how that government collaborates with national and international nonprofits to assist internally displaced people. She earned her Master of Public Affairs in public and nonprofit management from the University of Arizona and a bachelor's in political science from Northern Arizona University.

Chao Guo joins SPEA as an associate professor. His work has focused on representation and accountability in nonprofit organizations as well as social entrepreneurship and volunteerism. In his research, Guo has studied the community and democratic role of nonprofit organizations across industries and across cultures. He has also examined the governance practices of community foundations; collaborations within and across sectors; and the intersection of public policy and charitable behavior. Among other professional and community service activities, he serves on the board of the Association for Research on Nonprofit Organizations and Voluntary Action and the editorial board of Nonprofit and Voluntary Sector Quarterly. Guo earned his Ph.D. in public administration from the University of Southern California and his bachelor's degree in international relations from Renmin University of China.

Douglas Noonan will join SPEA in January 2013 as an associate professor and director of research at the Indiana University Public Policy Institute, which is housed within SPEA. Noonan's research focuses on a variety of urban environment and policy issues, including the built environment, green building and energy policy topics. As a co-principal investigator, he has won National Science Foundation awards to study nanotechnology, energy, policy issues, optimal air quality, ecological and spatial modeling and green urban revitalizations. Noonan has also studied neighborhood dynamics and urban amenities as well as historic preservation and Empowerment Zones. Noonan earned his Ph.D. and M.A. in public policy at the University of Chicago and completed his undergraduate work on international studies at the University of Washington.

Bradley Ray will join SPEA as an assistant professor. Ray conducts interdisciplinary research on criminal justice and other social and intervention programs. Ray has studied mental health courts and their use of reintegrative shaming and perceived procedural justice and coercion. In the future, he would like to extend his research to other specialty courts, including drug and veteran's courts. Ray is wrapping up his doctorate at North Carolina State University's Sociology and Anthropology Department. He received a master's in sociology from DePaul University in Chicago and a B.S. in sociology from Northern Michigan University.
