Background:
- Interests include reforming the public service in post-Communist societies, environmental policy in the European Union and the United States, comparative public management, government in small countries, and environmental management in the tropics.
- Has worked as a Fulbright fellow in Bulgaria, is an adviser to the Russian Federation on environmental science education, and administers a mid-career program for citizens of the former Soviet Union.
- Recent research includes joint studies with the IU physics department for a new textbook, "Energy: Science and Policy," and also environmental law and policy in the European Union and the United States.
- Author of "Environmental Management in the Tropics: An Historical Perspective" (1993), "Summer in the Balkans: Laughter and Tears After Communism" (1994), and "Comparative Public Management" (1994).
- Has worked on projects in Asia, Latin America, Europe, Africa, and the Middle East.
