Council on Foreign Relations' Flynn to speak at IU on April 1

Lecture begins month-long look at global insecurities, port cities and human rights

BLOOMINGTON, Ind. -- Three events at Indiana University in April will examine how global security meshes with other priorities of the new millennium -- ecology, human rights and the proper use of military might.

Scholars and practitioners from around the world will give special attention to how these forces can be made to work together and what we must give up -- and what we must refuse to give up -- to achieve a workable solution. All three events are free and open to the public.

• Stephen Flynn, renowned security expert from the Council on Foreign Relations and adviser to two presidents, will present the lecture, "America the Resilient: Rebuilding the Foundation for Global Security Leadership," on Tuesday, April 1, at 7 p.m. in the Whittenberger Auditorium of the Indiana Memorial Union, 900 E. Seventh St. Union Board is a co-sponsor of the event.

Flynn will outline why the next administration must move away from its overreliance on the U.S. national security establishment and toward enlisting the private sector and civil society in managing the challenges of globalization.

Flynn has appeared on "Meet the Press," "60 Minutes" and Cable NewsNetwork and other media outlets. A 20-year veteran of the Coast Guard, he served in national security roles in the Bush and Clinton administrations and has received critical acclaim for his most recent book, The Edge of Disaster: Rebuilding a Resilient Nation (Random House, 2007). Flynn will meet with students while he is on campus.

• The IU Center for the Study of Global Change will host a panel discussion, "Global Insecurities and Human Rights," at noon on April 23 at the center, 201 N. Indiana Ave. IU faculty members will consider how global security is a human rights issue and how human rights are a security concern. Feisal Istrabadi, former Iraqi ambassador to the United Nations and a visiting professor at the IU School of Law-Bloomington; Christiana Ochoa, IU associate professor of law; and Lessie Jo Frazier, IU assistant professor of gender studies, will be among the participants. The panel discussion is open and free to anyone interested in these issues, but space is limited.

• The capstone of the month will be an international conference, "The Security of Global Port Cities: Community, Environment and Maritime Policy." Experts on port cities in Southeast Asia, Europe, North and South America and Africa will gather in Bloomington from April 30 to May 2.

The conference will consider port city security from a variety of viewpoints, with the goal of developing a template for more broadly informed security policies. Individual sessions will address smuggling, public health, the movement and packaging of industrial goods, ecology, terrorism and impact on communities. Stephen Flynn will join the discussion by video link from New York City. The conference is open and free to interested individuals, but space is limited.

Stephanie Kane, associate professor of criminal justice, co-organized the conference. It is sponsored by the Center for the Study of Global Change, Center for South East Asia, Center for Latin American and Caribbean Studies, West European Studies and the East Asian Studies Center, with support from the U.S. Department of Education Title VI Program, and the Departments of Anthropology and Criminal Justice.
